Build, Operate, and Transfer (BOT): A Framework for Infrastructure Development

Build, Operate, and Transfer (BOT) is a popular framework used in infrastructure development and public-private partnership projects. Under this model, a private entity is responsible for designing, financing, and constructing a project, such as a road, bridge, or utility system. Subsequently, the private entity operates and maintains the project for a predetermined period, typically ranging from 15 to 30 years.

During the operational phase, the private entity recovers its investment and operating costs through user fees or other revenue sources. Once the agreed-upon period expires, ownership and operation of the infrastructure are transferred to the public sector, ensuring that the asset ultimately benefits the community.

BOT arrangements help governments tap into private sector expertise, innovation, and capital while shifting the risks associated with construction and operation to the private sector. This approach fosters economic development, encourages private sector involvement, and ensures efficient long-term operation of critical infrastructure assets.
